This heading refers to a list of works written by professors José Luis DE CASTRO RUANO and Alexander UGALDE ZUBIRI and published by the Basque Institute for Civil Service IVAP analyzing from an academic point of view the Basque foreign Affairs. As there wasn't a global and rigorous investigation comprising the whole foreign action developed by the Basque Autonomous Community, and more specifically by the Basque Government, this initiative was driven by. After the first compendium covering the foreign affairs between 1980 and 2003 was published, the project has followed by several yearbooks analyzing the activity developed by the Basque Government in each period.

A sum up of the Foreign Affairs lead by Basque Country on 2007, ensuring the fulfilment of the lines to achieve on the Strategy for Foreign Action settled on 2005. The set up of the Interdepartmental Commission for Foreign Action, the 50th anniversary of the Treaty of Rome, the signing of the Treaty of Lisbon, the signing of 60 foreign agreements by the Basque Government and the celebration of the 4th World Congress of Basque Communities, are the key milestones of this period. The book also includes a full chronology of the activities throughout the year.

As done in previous yearbooks, this work compiles the activities developed in foreign affairs by Basque Government. It is noteworthy that 36 agreements are signed by several Departments of Basque Government with foreign Governments, a Basque Delegation has been opened in Buenos Aires (Argentina) as well as the Basque office in Brussels commemorate its 20th anniversary.

The present study hopes to present a scientific approach to the Basque Government foreign affairs through 2005. As a follow-up to the former books "La acción exterior del País Vasco 1980-2003" and "Anuario sobre la acción exterior del País Vasco 2004" it seeks to preserve the historical memory and an evaluating report of this important dimension of self-government

After "La acción exterior del País Vasco 1980-2003" was published the decision to yearly compile the activities developed in foreign affairs was taken. First of them was the "Anuario sobre la acción exterior del País Vasco 2004" in which the authors evaluate the activities done in that matter by the Basque Government during that period.

This book relate to a long and interesting period covering from the return to democracy and recovering of Basque Institutions to its publishing in 2003. Data are gathered and activity developed in foreign affairs is analyzed, from the very first steps of the just recovered Democratic Institutions and the trial with the Spanish Government for the Basque Delegation in Brussels to the nowadays foreign action in the time of globalization.
