Delegation of the Basque Country in Brussels


The Delegation of the Basque Country in Brussels (Delegación de Euskadi en Bruselas) [es] is the body that represents the Basque Country (Euskadi), as well as defending and promoting the multi-sectoral interests of the Basque Autonomous Community before the institutions and bodies of the European Union.

The background of the Basque Delegation in Brussels reveals that the Basque Government’s decision to set up an Office in Brussels to defend the Community aspects of its autonomy was not without difficulties.

The Judgment of Constitutional Court 165/1994 of 26/5/1994 [es] meant that not only were the obstacles to the setting up of the Delegation of the Basque Country in Brussels overcome, but also other Autonomous Communities found that the way was open for them to open their respective delegations or representative offices in the Belgian capital.

At present, the Delegation of the Basque Country in Brussels is organically situated in the General Secretariat for External Affairs (Secretaría General de Acción Exterior) [es] of the Presidency of the Basque Government, and operates in coordination with the Office of European Affairs (Dirección de Asuntos Europeos) [es].

The functions of the Delegation of the Basque Country in Brussels are defined, fundamentally, in article 17 of Decree 27/2002, of 29 January, and in article 22 of the Agreement of 16/10/1997 of the Delegate Committee for Economic Affairs (Comisión Delegada de Asuntos Económicos), by which coordination measures to implement the intervention of the Basque Government in the preparation and application of European Union normative and policies are approved [es] (pdf. 67 KB).

To obtain suitable specialisation and effectiveness in performing its functions, an aspect of special importance as a result of the opening up of the European Union Councils to the participation of Autonomous Communities, the Delegation of the Basque Country in Brussels is structured into different working units, which cover the different Community fields.
