The Foreign Relations Department develops two highly relevant tasks causing no detriment to others indicated at a later date:

• Development, coordination and monitoring of the Basque Government's political/institutional strategy of foreign action. In this respect, on 15th March 2005, the Government Council approved the “"Basque Autonomous Community Strategy of Foreign Action", the purpose of which is to "define the objectives and major lines of Basque Government Foreign Action, adapting to these the structures and resources necessary to increase the political impact of the Basque Country in the European Union and in other international spheres, particularly on the American continent". Similarly, this initiative advocated by the dynamic of globalisation and/or international processes, aims to rapidly and flexibly respond to international circumstances by taking proactive, coordinated action.

• Coordinating initiatives and actions implemented las Basque Delegations abroad  in order to ensure the Basque Government's political/institutional strategy of foreign action. This activity involves the opening and setting in motion of Basque Delegations abroad in addition to their support and the monitoring of their actions.

The Foreign Relations department also carries out the following activities:

• The promotion, monitoring and coordination of all foreign actions implemented by the different Basque Government departments, autonomous organisations and public companies.
• The coordination of foreign activities implemented by the General Secretariat for Foreign Action.
• The promotion and facilitating of relations between the Basque Government and international organisations.
• The establishment of collaboration policies with countries with which it has foreign relations.
• Design of the instruments, mechanisms and steps necessary for Basque Government foreign policy to be as efficient as possible.
• General relations with the consular corps in the Basque Country.
